Rationale

Capability barriers — lack of technical skill, access, or knowledge — are traditional friction points that slow or prevent harmful action. AI substantially lowers those barriers, making it possible for individuals without specialized knowledge to plan, write, research, or produce harmful content or plans that previously required expertise or collaboration. This democratization of capability is a core AIR-SPJ concern.
