Rationale

Cyber-enabled harm — doxing, harassment campaigns, swatting, intrusion — is an AI-enabled harm pathway that does not require physical presence or weapons. AI can assist in identifying targets, generating content, and automating delivery. This pathway is increasingly relevant and its online nature does not reduce its real-world impact.
