Description

The person identifies specific responsible people or entities — executives, developers, investors, public officials, companies, campuses, data centers, substations, or labs.

Rationale

Target attribution — naming a specific person, company, campus, or facility as responsible — is the single most operationally significant element in this domain. It converts abstract grievance into a directed threat. The more specific and researched the attribution, the more seriously it must be assessed as a precursor to targeting behavior.
